Julie Ashmore

Julie Ashmore, JD, is in her second year as a NAWBO-Indianapolis board member. Julie is the President of Ashmore Consulting. She has over nineteen years of economic development and taxation experience in state, local and regional government, nonprofit and private sector roles. Julie specializes in the design and implementation of tax credits and incentives packages. She has assisted clients in securing more than $250 million in state and local tax credits and incentives and reducing long-term operational costs through location optimization analyses. Julie’s work reflects her life’s journey—providing services to small and medium-sized businesses, positively impacting people, clients and communities-growing, serving and solving.

Her relevant experience includes:

  • Wide ranging experience with Strategic Location and Incentives Services with a variety of industries including distribution and logistics, manufacturing, energy, professional service providers, agri-business, and the tech sector
  • Identifies and assists in the negotiation to implement tax credit and business incentive packages for numerous leading corporate and small business clients, startups and publicly held companies
  • Negotiating, structuring, implementing and the on-going management of business incentive packages in 35 states and most regions of the U.S.

Prior to establishing her firm, Julie worked for KPMG and Ernst & Young where she consulted, advised and managed mid-market domestic and international clients, Fortune 500, Fortune 1000 and Global 1000 companies with location analysis, site selection, incentive and credit maximization reviews and qualification, quantification, negotiation, as well as the implementation and management of tax credits and incentives relating to hiring, training, relocating, building and expansion. She created economic impact models and operating cost comparisons for clients.

From time-to-time, Ashmore Consulting also advises city and county governments and economic development organizations. For these public and nonprofit sector clients, Ashmore Consulting advises in the following areas: special projects and lead management, organization and board management, best practices, trends and procedures as well as stakeholder capacity building.
